Driving transformation: Navigating HR challenges in the Public Sector

The shift towards long-term, fixed-term contracts rather than day-rate interims reflects the long-term nature of these change programmes. Additionally, there’s been a notable revival of permanent recruitment, despite the natural uncertainty and apprehension that accompanies restructuring and headcount reduction.

Alongside these changes, we’re witnessing an increase in Enterprise Resource Planning (ERP) programmes and HR Information System (HRIS) projects. These projects are essential to enable organisations to function more efficiently, and there are ongoing conversations between Chief People Officers (CPOs) and HR Directors about how to manage and embed these changes within their teams.

As organisations undergo this period of transformation, HR professionals have a crucial role to play in ensuring the success of these initiatives. Throughout March, Investigo hosted a range of HR-related events, including one specifically within the Public and Third Sector on implementing Agile HR methodologies. Another session explored the future of AI in hiring, demonstrating how HR’s role is evolving in tandem with the wider technological landscape.

For HR professionals, the advice is clear: focus on the positive aspects of organisational change. While change may be associated with uncertainty, it also presents an opportunity for growth, innovation, and greater efficiency. Whether you’re a client or candidate, the key is to embrace the change and communicate the purpose behind it.

For Hiring Managers:

Now, more than ever, hiring managers need to clearly communicate the purpose of the change within their organisations. What is the end goal of the transformation? What skills does the team already possess that can be utilised in a more agile and dynamic way? If new talent is needed, it’s important to be transparent and realistic about the level of skills and resilience required to navigate these changes successfully.

For Candidates:

Candidates should focus on highlighting their experience in supporting organisations through change. What notable successes can you share? If you haven’t directly worked on organisational change programmes, think about transferable skills that demonstrate your ability to adapt and thrive in times of change. Whether it’s through managing projects, leading teams, or driving efficiencies, showcasing your adaptability and resilience can set you apart from other candidates.

Organisational change is inevitable, and it’s happening at a rapid pace. Whether it's through restructuring, ERP implementations, or new technological advancements, the future of the Public and Third Sectors will be shaped by how organisations respond to these challenges. By focusing on the positive aspects of change, organisations and individuals alike can not only survive but thrive in this evolving landscape.
